Criteria for New Zealand threat rankings

'Criteria' for 2012 New Zealand Threat Classification System rankings, as shown in bold type after each species category listing, and 'qualifiers' shown in normal type, are described below.

Extinct

Taxa for which there is no reasonable doubt, after surveys in known or expected habitats at appropriate times, and throughout the historic range, that the last individual has died.

Data Deficient

Taxa suspected to be threatened, or in some instances, possibly extinct but are not definitely known to belong to any particular category due to a lack of current information.

At risk - declining

A  Moderate to large population and low ongoing or predicted decline.
A(1/1) 5,000–20,000 mature individuals, predicted decline 10–30%.
A(2/1) Total area of occupancy ≤1,000 ha, predicted decline 10–30%.
B  Large population, low to moderate ongoing or predicted decline.
B(1/1) 20,000–100,000 mature individuals, predicted decline of 10–50%.
B(2/1) Total area of occupancy ≤10,000 ha, predicted decline 10–50%.
C  Very large population, low to high ongoing or predicted decline.
C(1/1) >100,000 mature individuals, predicted decline 10–70%.
C(2/1) Total area of occupancy >10,000 ha, predicted decline of 10–70%.

At risk - recovering

Taxa have undergone a documented decline in the last 1,000 years, and now have an ongoing or predicted increase of >10% in total population or area of occupancy over the next 10 years or 3 generations.
A 1,000–5,000 mature individuals or total area of occupancy ≤100 ha, and predicted increase of >10%.
B 5,000–20,000 mature individuals or total area of occupancy ≤1,000ha, and predicted increase of >10%.

At risk - relict

Taxa that have under–gone a documented decline within the last 1,000 years, and now occupy <10% of their former range and meet one of the following criteria.
A  5,000–20,000 mature individuals, population ±10% stable.
B  >20,000 mature individuals, population stable or increasing at >10%.
The range of a relictual taxon takes into account the area currently occupied as a ratio of its former extent. Relict can include existing taxa that are reintroduced and self-sustaining populations within or outside their former range.

At risk - naturally uncommon

Taxa whose distribution is confined to a specific geographical area, or occur within naturally small and widely scattered populations, where distribution is not the result of human disturbance. Taxa with >20,000 mature individuals are not considered naturally uncommon unless they occupy an area of <1,000 km².

Not threatened

Resident native taxa with large, stable populations.

Non-resident native

Taxa whose natural presence in New Zealand is either dis–continuous (Migrant) or temporary (Vagrant) or which have succeeded since 1950 to establish a resident breeding population (Coloniser).

Migrant

Taxa that predictably and cyclically visit New Zealand as part of their normal life cycle (15 or more individuals known to visit annually), but do not breed here.
Where >25% of the taxon relies on New Zealand for >50% of its life-cycle (e.g. prebreeding years plus each austral summer), they have been considered as part of the native avifauna.

Vagrant

Taxa whose occurr–ences, though natural, are sporadic and typically transitory, or migrants with <15 individuals visiting New Zealand per annum.

Coloniser

Taxa that otherwise trigger Threatened categories because of small population size, but have arrived in New Zealand without direct or indirect help from humans and have been successfully reproducing in the wild only since 1950.

Qualifiers for New Zealand threat classifications

CD  Conservation
      dependent

Taxon is likely to be moved to a higher threat category if management ceases.

DP  Data poor

Confidence in the listing is low due to poor assessment data.

De  Designated

A taxon that does not fit within criteria, and which has been designated to the most appropriate listing without the full application of criteria.

EW  Extinct in wild

Taxon only known in captivity or cultivation.

EF  Extreme
      fluctuations

Taxon has extreme unnatural population fluctuations, or natural fluctuations overlaying human-induced declines, that increase the threat of extinction. The lowest number of mature individuals is used to determine population size.

Inc  Increasing

An ongoing or predicted increase of >10% in the total population, taken over the next 10 years or 3 generations, whichever is longer.

IE Island endemic

With natural distribution restricted to one island archipelago, and is not part of the North or South Islands or Stewart Island.

OL  One location

Found at one location that is geographically or ecologically distinct, of less than 1000 km2 (100 000 ha), in which a single event (e.g. a predator irruption) could easily affect all individuals of the taxon.

PD  Partial decline

Undergoing decline over the majority of their range, but with one or more secure populations, such as on offshore islands

RR  Range restricted

Confined to specific substrates, habitats or geographic areas of less than 1000 km2 (100 000 ha), assessed by taking into account the area of occupied habitat of all sub-populations, and summing areas of habitat if there is more than one sub-population.

RF  Recruitment
      failure

Current population may appear stable but the age structure indicates that catastrophic declines are likely in the future.

SO  Secure
      overseas

Secure in parts of it's natural range outside New Zealand.

Sp  Sparse

Taxa occurs within small and widely scattered populations.

St  Stable

Total population is stable (±10%), taken over the last 10 years or 3 generations, whichever is longer.

TO  Threatened
       overseas

Threatened in parts of its natural range outside New Zealand.

NEW  ZEALAND  ECOLOGY

NATIVE  BIRDS  LIST

The avifauna is a striking feature of New Zealand biodiversity, with unique evolution in a long period of isolation without mammals.  Native birds have suffered the greatest losses from human occupation, particularly since introduction of predatory mammals, and removal of forest.  The total of native terrestrial, coastal and oceanic species is 378.  Fifty-seven (47%) terrestrial species have become extinct since human colonisation 700 years ago.  The New Zealand Threat Classification System lists 77 threatened bird species in categories of nationally critical (25), nationally endangered (18), and nationally vulnerable (34); and 92 as at risk-recovering (17), declining (13), relict (17), and naturally uncommon (45).  Thirty-eight are listed as not threatened.

2012 New Zealand Threat Classification System
Coloured teal with each species  See criteria & qualifier descriptions
2014 IUCN Red List of Threatened Species (coloured red)

The name of some species is different between the two lists, which may be due to new placement since 2012. IUCN species are shown in red, and NZTCS species are in teal.

The list includes 171 non-resident native species with a natural presence in New Zealand that is discontinuous (24 migrant), or temporary (138 vagrant), or since 1950 have established a breeding population (9 coloniser).

The list does not include 37 introduced species that have naturalised in the wild after being deliberately or accidentally introduced into New Zealand by human action.
